A CPA is asked to serve a client or employer and, at the same time, protect the public interest — ensuring transparency in financial reporting or fair administration of the tax laws. Balancing those two duties is where ethical dilemmas come from.
This course covers the basic ethical frameworks alongside the specific rules governing CPA practice and responsibilities in Texas. It closes with a section on putting ethics into practice rather than leaving it theoretical.
The emphasis throughout is on the intent of the Rules of Professional Conduct rather than mere technical compliance with them — which is what the Board is looking for, and what actually helps when a real situation arrives.
Texas is stricter than most states on this point. A general professional ethics course earns you nothing toward the Texas requirement, and neither does an ethics course approved by another state board, however well regarded.

No. Texas requires an ethics course from a sponsor registered with the Texas State Board of Public Accountancy, covering the Texas Rules of Professional Conduct. Another state's approval carries no weight here, and neither does a general professional ethics course.
Not on its own. Texas maintains its own register of CPE sponsors, separate from the NASBA National Registry. A provider can be NASBA-registered and still not be able to supply a course that satisfies the Texas ethics requirement. We hold both.
